BUILDING RENOVATION PROJECT

Sealed bids will be received by the St. Clairsville Public Library Board of Trustees as provided in this notice for the St. Clairsville Public Library Building Renovation Project. Bids shall be enclosed in a sealed envelope and addressed to the St. Clairsville Public Library Board of Trustees, c/o Kathy Stephens, Fiscal Officer, 108 W. Main Street, St. Clairsville, Ohio, 43950, and plainly marked on the outside “BUILDING RENOVATION PROJECT BID”. Bids will be received until 12:00 p.m., local time, February 12, 2026, and immediately after the deadline will be opened and publicly read aloud. Bids must be submitted in duplicate, one (1) original paper copy, along with one (1) PDF copy on USB. Bids must be in accordance with the drawings and specifications prepared by Williams Architects, 1201 Dublin Road, Columbus, Ohio 43215, and on forms contained in the Project Manual. The bid is to furnish all necessary labor, equipment, tools and materials, warranties and supervision for the Building Renovation Project. Bidders must comply with prevailing wage rates on public improvements in Belmont County, Ohio, as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

Printed Bid Documents, Drawings and Project Manual are available for purchase at Key Companies, 195 E. Livingston Ave., Columbus, OH 43215, (614) 228-3285. Digital copies may be obtained at the Key Companies Online Plan Room, www.keycompanies.com. All potential bidders must register with Key Companies Online Plan Room. Bidding Documents may also be examined at the St. Clairsville Public Library, and at online plan rooms at The Builder’s Exchange Inc. at www.bxohio.com, and the Ohio Valley Construction Employers Council at www.ovcec.com.

A non-mandatory Pre-bid Conference and Building Tour will be held on January 30, 2026, at 10:00 a.m. at the St. Clairsville Public Library. Bidders are encouraged to attend. The Architect’s opinion of probable construction cost for the base bid is $924,540. All bids must include a bid guaranty as required by the Ohio Revised Code Section 153.54 and the Instructions to Bidders.

Prospective bidders may submit questions about the bid documents until Tuesday, February 3, at 5:00 pm EST, in writing via email, to Nancy Weir at Williams Architects, at ntweir@williams-architects.com. Responses to questions submitted by bidders during the bidding period will be issued in the form of a written Addendum to all registered potential bidders. Each Bid shall contain the full name of the party or parties submitting the proposal and all persons interested therein. Each Bidder shall submit evidence of its experience on projects of similar size and complexity. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Library reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the responsibility of a bidder.
